1. Regulatory framework
lotoquebeo is operated by the Société des loteries du Québec (Loto-Québec) and offers lotteries and online gaming to eligible players located in Québec, Canada. In Canada, gambling is regulated at the provincial level: in Québec the responsible authority is the Régie des alcools, des courses et des jeux du Québec (RACJ), which sets the rules for how games are conducted and how players are protected. Our games are also conducted and certified under the regulatory framework of the Kahnawà:ke Gaming Commission. We design our games, payouts and communications to meet these standards and the applicable federal laws of Canada.

2. Licence and authorization
Our games are conducted under licence from the Kahnawà:ke Gaming Commission (licence reference KGC-2024-0419) and in accordance with the requirements of the Régie des alcools, des courses et des jeux du Québec (RACJ). The current regulator name and licence reference are displayed in the site footer and compliance area. The licence sets conditions covering game fairness, the protection of player funds, advertising standards and responsible-gambling obligations, all of which we are required to follow and to demonstrate on request.

3. Age and location rules
You must be at least 18 years of age, the legal gambling age in Québec, and you must be physically located in Québec, Canada each time you play. We use age verification at registration and location checks to confirm eligibility, and we may re-verify at any time. Accounts that do not meet these requirements may be refused, suspended or closed.

4. Game fairness and certification
Draws and outcomes are produced by certified systems and random number generators that are independently tested by eCOGRA for fairness and integrity. Game rules, prize structures and odds are published in the Specific Online Gaming Conditions of Use. Where the displayed information and our certified records differ, the records prevail, and affected plays may be corrected, refunded or voided as permitted by our licence.

5. Oversight, compliance and complaints
We maintain anti-money-laundering (AML), know-your-customer (KYC) and responsible-gambling controls, and we cooperate with the monitoring, reporting and audit requirements of the Kahnawà:ke Gaming Commission and the RACJ. If you have a complaint, contact our support team first; we aim to resolve matters promptly. Disputes that cannot be resolved with our team may be escalated to the Kahnawà:ke Gaming Commission, which provides an independent complaints process, or to the RACJ for matters within its jurisdiction.
